SALEM SCHOOL DISTRICT

“Called Meeting”

September 2, 2005

 

The Board of Education of the Salem School District #30, state of Arkansas, met in special session on Friday, September 2, 2005 at 12:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Innis.

ROLL CALL:

Present:  Welch, Yarnell, Falco, Smith, and Innis

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

Superintendent Ken Rich presented the 2004/2005 Annual Financial Report and 2005/2006 Budget to board members and gave the recommendation for acceptance.  Welch made the motion, second by Smith to approve the 04/05 AFR and the budget for 05/06.  Passed.

Smith made the motion, seconded by Falco to adjourn. 

The Chairman declared the meeting adjourned at 12:15 p.m.

SALEM SCHOOL DISTRICT

September 19, 2005

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, September 19, 2005 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Innis.

ROLL CALL:

Present:  Welch, Yarnell, Falco, Smith, and Innis

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the August 15, 2005, regular meeting.  Smith made the motion, second by Welch to approve the minutes as written.  Passed.

The minutes were reviewed for the September 2, 2005 called meeting.  Welch made the motion, second by Yarnell to approve the minutes as written.  Pasaed.

The first item of business was an introduction of new staff members to the board.

Next Superintendent Ken Rich, Elementary principal David Turnbough, and High School principal Wayne Guiltner presented the Annual Public Meeting information.  Mr. Rich covered personnel changes, facility improvements, parental involvement, and vending contract receipts and expenditures.  Mr. Turnbough presented information on elementary enrollment, curriculum, and student achievement.  In addition, he reported on the school districts federal programs that included Title I, Title II, Title IV, Title V, and Title VI.  Mr. Guiltner reported on high school enrollment, curriculum changes that added four courses to the high school curriculum, and student achievement.  He also reported on the Perkins grant, which provides fund for vocational programs and the Children’s Internet Protection Act.  It was noted that patrons may receive a copy of the districts Gifted and Talented information pamphlet by contacting the high school office.

High School Principal Wayne Guiltner reported on the success of the school’s summer CPEP classes for preparing students to take the ACT test.  Salem’s average composite score was 22.1.

Superintendent Rich presented a petition to transfer two students from the I.C.C. district to Salem and gave the recommendation for the board to approve the transfer.  Smith made the motion, second by Yarnell to approve the transfer as recommended.  Passed.

Superintendent Rich recommended to approve the transfer of three students from the Highland district.  Welch made the motion second by Falco to approve the transfer.  Passed.

Superintendent Rich advised the board of a personnel matter.  Welch made the motion, second by Falco to go into executive session.  The Chairman declared the motion carried at 7:25 p.m.

The board returned to open session at 7:35 p.m. and no action was taken as a result of the executive session.

The financial reports were reviewed.

Superintendent Rich recognized Mrs. Annette Henley and her first grade class for raising over $3,100 to contribute to the American Red Cross to aid the victims of Hurricane Katrina.

Superintendent Rich also expressed thanks to Joe York and others involved with the Mighty Mite football program for donating time and materials needed to install water lines to football practice field and softball field.

Smith made the motion, second by Welch to adjourn.  The Chairman declared the meeting adjourned
