SALEM SCHOOL BOARD MINUTES

SALEM SCHOOL DISTRICT

May 16, 2005

 

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, May 16, 2005 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Innis.

ROLL CALL:

Present:  Innis, Smith, Yarnell, Welch and Falco

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the April 19, 2005, regular meeting.  Yarnell made the motion, second by Falco, to approve the minutes as written.  Passed.

Superintendent Ken Rich presented a proposed school calendar to board members for the 2005-2006 school year.  The first day of classes would be Friday, August 19, 2005.  Welch made the motion, second by Yarnell to adopt the proposed school calendar (attached) as recommended.  Passed.

Superintendent Rich discussed the possibility of offering some high school summer school classes through the Arkansas Virtual School by distance learning.  Students could earn credit for graduation if they had failed the class during the regular term.  This would involve the student working through a six-week program of lessons at their own pace in a particular subject and passing an exam.  Rich said that there would be a student interest survey to see what courses might be offered and to determine the number of students who wish to participate.

Superintendent Rich discussed Act 2206 of 2005, the Arkansas Public School Academic Facilities Act.  The new law outlines the procedure that schools must follow to apply for facilities funding.  Superintendent Rich pointed out that school districts must have major deficiencies in their facilities to qualify for additional funding.

Superintendent Rich informed the board the football bleachers were scheduled for delivery the first week in July.  He also stated that North Arkansas Electric was scheduled be on site next week to complete electric work necessary to complete the bleacher project.

High School Principal Wayne Guiltner informed the board of recent student recognitions.  The Salem Bands recently competed in two competitions.  The Sixth/Seventh Grade combined band and the Senior Band both received Superior/First Division ratings from all judges at the Ozark Mountain Band, Choir, and Orchestra Festival held at the School of the Ozarks in Hollister Missouri.

The Salem Senior Band earned second place in the Concert Band I division at the Music in the Parks Band Festival held at Eureka (Missouri) High School.  The Band received 182 points out of a possible 200 for a Superior Rating in the competition that featured bands from Missouri, Arkansas, Tennessee, Kentucky, Illinois, and Minnesota.

The Softball team recently finished their season.  They finished first in the conference, second in the district tournament, and second in the regional tournament.  The Lady Greyhounds advanced to the state tournament, in which they were defeated 2-1 in the first round.  They finished second in the conference and won the district tournament.

The Baseball team also finished their season.  They finished second in the conference and won the district tournament.

The Salem Junior High and Senior High track teams competed in the district track meet held at Batesville Southside on May 5.  Fifteen members of the track team qualified for the state track meet:  Hanna Bray – 1 Mile, Audrey Bost – Disk, Tory Watkins – 400, John Arrington – Disk, Lance Powell – 1 Mile, 800, 3200 Relay, Mile Relay, Kyle Estes, Derek Estes, Jeff Grass, Lance Powell – 3200 Relay, Mike Innis – 200, Lonny Brown – Shot, Mike Innis, Phil Taylor, Chad Willett, and Zach Harber – 400 Relay.

The Salem Elementary School placed first in the district chess tournament held May 10, 2005.  Team members include Hunter Delargy, D.J. Helming, Jett McCullough, and Emily Green.  Individual awards were presented to the following students:  Hunter Delargy – 1st place, B.J. Helming 2nd place, Amanda Clark – 4th place, Casey York – 6th place, Adam Beard – 8th place.

Superintendent Rich advised of the discussion of a personnel matter.  Smith made the motion, second by Yarnell to go into executive session.  Passed.

The Chairman declared the motion carried at 7:25 p.m.

The board returned to open session at 8:05 p.m.

Superintendent Rich read a letter of resignation from high school teacher and assistant coach, Heath Ulmer to become effective at the end of this contracted school year.  Rich recommended to board members to accept the resignation of Heath Ulmer.  Yarnell made the motion, second by Smith to accept the resignation as stated.  Passed. 

Superintendent Rich gave the recommendation to add $500.00 to the base of the current certified salary schedule and 3% to the base of the current classified schedule.  Yarnell made the motion, second by Smith to adopt the revised salary schedules as recommended (attached).  Passed.

The financial reports were reviewed.

Superintendent Rich informed board members of an interest in land acquisition from the school district to the Salem Baseball/Softball Association for the purpose of developing new ball fields through a grant process.  He advised the association to bring a formal proposal to the board at a later date. 

Smith made the motion, second by Yarnell to adjourn.  Passed.

The Chairman declared the meeting adjourned at 8:10 p.m.
