SALEM SCHOOL BOARD MINUTES

SALEM SCHOOL DISTRICT

March 21, 2005

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, March 21, 2005 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Innis.

ROLL CALL:

Present:  Innis, Smith, Yarnell, Welch and Falco

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the February 21, 2005, regular meeting.  Smith made the motion, second by Yarnell, to approve the minutes as written.  Passed.

The first order of business was a legislative update regarding educational issues from Superintendent Ken Rich.

Next, Superintendent Rich discussed a list of summer projects for the campus and facilities.  Plans are being made to replace light fixtures in the elementary, replace doors in the high school building, and to complete the concrete flooring in the maintenance shed.  Rich also discussed asphalt repair and looking into the purchase of football bleachers.  He will put these items up for bid and have the bids by the next board meeting.

High School Principal Wayne Guiltner presented student recognitions to board members.  Students taking the latest ACT tests scored a composite average of 22.7 placing them in the seventy-first percentile nationwide.  He announced that the Sr. High Quiz Bowl team was undefeated in their Regional tournament and will move on to the State tournament on April 2nd.  He stated that eighty-two students attended the annual Lyon College Math & Science competition and Salem won first place in both the junior high and senior high in the small school division.  Guiltner commended the students and teachers who accompanied them for their achievements.

Guiltner announced that the ACTAAP exams have been completed.

Mr. Guiltner also announced that junior Chad Willett has been honored with a Star Award for 2004-05 presented by the Arkansas Activities Association.

Superintendent Rich announced a personnel matter to discuss.  Smith made the motion, second by Falco to go into executive session.  Passed.

The Chairman declared the motion carried at 7:50 p.m.

The board returned to open session at 8:50 p.m.

Upon a recommendation from Superintendent Rich to rehire all current elementary and high school certified staff (list attached).  Smith made the motion to rehire the current certified staff for the 2005-06 school year, second by Yarnell.  Passed.

Superintendent Rich read a letter from Wayne Guiltner resigning his position as head football coach.  Yarnell made the motion, second by Smith to accept the resignation as recommended.  Passed.

Superintendent Rich recommended to the board to hire Ed Kelley as head football coach, Social Studies teacher, and track coach for the 2005-06 school year.  Welch made the motion, second by Yarnell to hire Ed Kelley as recommended.

Superintendent Rich read a letter from Wendall Smith resigning from his duties of 7th grade and senior high boys basketball coaching.  Smith made the motion, second by Yarnell to accept Wendall Smith’s resignation as stated.  Passed.

Superintendent Rich recommended hiring Wendall Smith as athletic director, cross country coach, high school physical education instructor, and Director of Intramural Basketball for the 2005-06 school year.  Yarnell made the motion, second by Falco to employ Wendall Smith as recommended.  Passed.

Superintendent Rich recommended hiring Casey Scribner as 7th grade, junior and senior high boy’s basketball coach for the 2005-06 school year.  Welch made the motion, second by Falco to hire Casey Scribner as recommended.  Passed.

Superintendent Rich recommended hiring Eric Chambers as 7th grade, junior and senior high girl’s basketball coach for the 2005-06 school year.  Smith made the motion, second by Yarnell to hire Eric Chambers as recommended.  Passed.

The financial reports were reviewed.

Superintendent Rich reported to board members that student enrollment was currently at 722.

Rich reported that the Salem band had hosted a concert recently that featured faculty members from the University of Arkansas music department.  He commended band members and Mike Cole, band director for their outstanding performance.

Rich also announced that Salem’s prom would be held on April 16th.

Superintendent Rich discussed moving the next regular board meeting to Tuesday, April 19, 2005 at 7:00 p.m.  Smith made the motion, second by Yarnell to move the board meeting date to April 19th as recommended.  Passed.

Smith made the motion to adjourn, second by Yarnell.

The Chairman declared the meeting adjourned at 9:00 p.m.
