SALEM SCHOOL BOARD MINUTES

SALEM SCHOOL DISTRICT

January 19, 2004

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, January 19, 2004 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.

ROLL CALL:

Present:  Yarnell, Innis, Smith, Falco, and Welch

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the December 15, 2003, regular meeting.  Innis made the motion, second by Smith, to approve the minutes as written.  Passed.

The first order of business was the renewal of the school leaders Errors and Omissions insurance for school board liability.  Superintendent Bob Foster recommended to board members to renew coverage through January 31, 2005 with the Arthur J. Gallagher Company.  Welch made the motion, second by Innis to renew the Errors and Omissions policy for the next term as recommended.  Passed.

Superintendent Foster updated board members with the latest developments on school reform issues from the ongoing special legislative session in Little Rock.

High School Principal Ken Rich presented several student achievement recognitions to board members noting recent performances at the Eighth Annual Central Ozarks Chess Tournament held on January 10, 2004 at West Plains, MO and school band members attaining All-Region status at recent try-outs held at Jonesboro, AR (lists attached).  Tenth grade students PLAN test score comparisons for ACT scoring over a three year period were noted and were significantly above the national averages in all areas.

Smith made the motion, second by Falco to go into executive session to discuss a personnel matter.  Passed.

The Chairman declared the motion carried at 7:35 p.m.

The board returned to open session at 9:05 p.m.

Superintendent Bob Foster read a letter to the board of his intentions to retire as of June 30, 2004 (attached).  Smith made the motion, second by Innis, to accept Fosterís resignation effective 6/30/04.  Passed.

Smith made the motion, second by Welch to offer a contract to Ken Rich as Superintendent of Salem Schools to become effective on July 1, 2004 for the 04/05 school year.  Passed.

The financial reports were reviewed.

Smith made the motion, second by Welch to adjourn.  Passed.

The Chairman declared the meeting adjourned at 9:10 p.m.
