SALEM SCHOOL BOARD MINUTES

SALEM SCHOOL DISTRICT

December 15, 2003 

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, December 15, 2003, at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.

ROLL CALL:

Present:  Yarnell, Innis, Smith, Falco

Absent:   Welch

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the November 17, 2003, regular meeting.  Innis made the motion, second by Smith, to approve the minutes as written.  Passed.

The first order of business was the renewal of property/fleet insurance offered by Arkansas School Boards Association.  Superintendent Bob Foster noted to board members that premiums had increased by 19% over last year.  Superintendent Foster recommended renewing the schoolís property/fleet insurance through ASBA for the upcoming year at a cost of $29,194.00.  Smith made the motion, second by Innis, to renew the property/fleet insurance as recommended.  Passed.

Superintendent Foster presented a cost estimate of the schoolís recent vandalism, which totaled approximately $3,205.13 that has been turned over to the insurance company.  He noted that the $1,000.00 deductible the school is charged should be absorbed once restitution is made.

High School Principal Ken Rich commented on studentsí recent ACT scores noting that of the 30 students taking the test an average composite score of 21.57 was achieved. 

Recognition to Gifted and Talented teacher, Mrs. Vicki Ragan and to members of Salemís Jr. High Quiz Bowl was given for their recent success of winning a district Quiz Bowl meet that included 23 area schools.  Team members were Tera Zeigler, Whitney Maguffee, Logan Henley, Stephanie McCullough, Stacey Yarnell, T.W. Langevin, Terra Kinder, Jesse Turner, Dustin Vaughn, and Brittany Smith.

Recognition was also given to Band Director, Mike Cole and his junior high band members, Whitney Maguffee, Cori Long, Cassie Stafford, Forrest Rose, Tyler Casey, Clay Rucker, Terra Kinder, Heather Wray, and Stephanie McCullough, who were named All-Region players at a recent competition held at Jonesboro.

Superintendent Foster discussed the latest education reform proposals from the legislative special session called by Governor Huckabee.

Next, Superintendent Foster recommended the transfer of Alicia Dawson from the Highland district to the Salem district.  Innis made the motion, second by Smith to accept the transfer as recommended.  Passed.

Innis made the motion, second by Smith to go into executive session to discuss a personnel matter.  Passed.

The board returned to open session at 8:40 p.m. and as a result of executive session, no action was taken.

The financial reports were reviewed.

Superintendent Foster discussed ongoing repairs to the school campus.

Smith made the motion, second by Falco to adjourn.  Passed.

The Chairman declared the meeting adjourned at 8:45 p.m.
