 SALEM SCHOOL BOARD MINUTES

SALEM SCHOOL DISTRICT

July 21, 2003

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, July 21, 2003, at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.

ROLL CALL:

Present:  Yarnell, Innis, Smith, and Winberry

Absent:   Welch

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for both the June 16, 2003, regular meeting and the July 11, 2003 called meeting.  Winberry made the motion, second by Smith, to approve the minutes as written.  Passed.

The first order of business was the opening of bids for goods and services for the 2003/2004 school year.  Superintendent Bob Foster gave a recommendation to accept the fixed bid for propane from Synergy Gas.  Innis made the motion, second by Smith, to accept the bid from Synergy Gas.  Innis made the motion, second by Smith, to accept the bid from Synergy as recommended.  Passed.

Next Bread bids were examined.  Superintendent Foster recommended to accept the bid for bread products from Interstate Brands.  Winberry made the motion, second by Smith, to accept the bid presented by Interstate Brands.  Passed.

Bids for mop and mat services were recommended by Superintendent Foster to be awarded to Cintas.  Smith made the motion, second by Innis, to accept the bid from Cintas.  Passed.

No bids were received on milk products; therefore, the Superintendent asked the board for permission to negotiate a contract for milk products.  Permission was granted.

An update on summer campus improvements was given by Superintendent Foster.  He informed the board that asbestos removal from the high school building was complete, ceiling tile and new insulation had been installed in the high school, the new storage building was constructed, football bleachers had been painted, a new standing seam metal roof had been erected over the old high school roof, and floor tile installation was almost complete in the high school.

Superintendent Foster updated the board on current education reform meetings.

Ken Rich, High School Principal, presented changes to the handbook for high school students for the 2003/2004 school year.  Winberry made the motion, second by Innis, to approve the changes as noted (attached).  Passed. 

David Turnbough, Elementary Principal, presented changes to the handbook for elementary students for the 2003/2004 school year.  Winberry made the motion, second by Smith, to approve the changes as noted (attached).  Passed.

The financial reports were reviewed.

Ken Rich reported on recent ACT testing results and discussed the college remediation status of Salem graduates.

Superintendent Foster informed the board of a recent certificate presented to Salem School for their participation in the American Intercultural Student Exchange program.

Ken Rich presented a technology plan for the school district to board members.  Winberry made the motion, second by Smith, to adopt the technology plan as presented (attached).  Passed.

Smith made the motion to adjourn, seconded by Innis.  Passed.

The Chairman adjourned the meeting at 7:50 p.m.
